I think they were afraid of Terror. It's really the only fear that justifies locking children up for their own good.
Most likely they were afraid that one or more of the children would hurt the other childrem or even the parents. Kids with attachment disorders can do things when unsupervised that are pretty anti-social.
What would you do if you had a violent child that you couldn't trust? You have to sleep sometimes. I suppose the parents could sleep in shifts.
I agree, prom, insomuch as we don't know how parents or caregivers keep potentially violent children from hurting themselves or others, but I'm betting it's safe to say that cages are not sanctioned by the laws of this country. There are other options.
I would think that bigger cages with padding of some sort and perhaps entertainment of some sort if they were horribly violent children; big enough to sleep in would seem reasonable. But why adopt so many troubled children into one home if it is so hard to care for just one?
these people sound like nedrecks. morbidly afraid of having to deal with kids that they get paid for? sounds to me more like a scam. it's easier to keep a dog in a cage all the time then walk him.

btw, I would hope there is something better too but I can see being at wits end with a child and not getting any help from foster care.
