False. All mammals are born with belly buttons. Although I am assuming he's a mammal, and that he didn't lose his in some terrible belly button related accident.
I considered posting a hb idea for a belly button plug, but it turns out they exist. Sure, they have a different reason for existing, but should work well for blocking lint when used daily. Plus you'll have a built-in flashlight for finding the bathroom in the middle of the night.
A quick Google reveals that while it is much repeated on the Internet (oh, the evil power of cut-and-paste), there is no documentary evidence the Alfred Hitchcock had his belly button removed, deliberately or otherwise.
